The idea of an all-powerful leader who identifies with the party/state and all his people continues to dominate in Albania even after thirty years of establishing pluralism; today in the form of what Stuart Mill calls "the tyranny of the majority". In Albania, they have learned that Rama decides on everything, imposing his tastes and interests as the tastes and interests of the country.

It cannot be understood outside the context of the internal and external factors that keep these leaders in power. His saying: "When Italy calls us, we are always ready", motivated, according to him, by the special gratitude to Italy for welcoming the immigrants - forgetting that this initial welcome was also followed by the shame of the Bari Stadium and the tragedy of "Kater i Rada" - must be read in the context of his game in order to preserve the four legs that keep him in power. He has also applied this readiness of gratitude to the USA when he has offered them services, against the interests of the Albanians, such as the offer to bring Syria's chemical weapons to Albania for dismantling, the acceptance of 3000 mujahedeen, etc.
